Golf shorts

For Christmas I gifted my husband a pair of size 38 golf decal shorts. He’s had several similar shorts/pants and size 38 has been a perfect fit. This recent pair was way too snug and we thought it must have been a mislabeled size 36. So we reordered another size 38. That one was also too small and we returned both pairs. Since my husband has not changed weight, we wonder if there has been a manufacturer change?, and has us doubting we will order from Castaway again. Diana
